doc update: Kea ARM/quick start should point to cloudsmith.io

The Quick start section in the ARM requires update. It still talks about how to compile Kea on your own. We may retain that information, but it's better to replace it with a link to cloudsmith.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
