Make Dhcp[46]SrvD2Test.forceUDPSendFailure to display the reason why startD2 failed

Dhcp[46]SrvD2Test.forceUDPSendFailure unit tests fail when another process is using the D2 port. I suggest to put the startD2 call in a try catch block which displays (and fails) the error reason.
