leaseX-resend-ddns return value incorrect in the ARM

I'm testing lease6-resend-ddns command https://jenkins.isc.org/job/Kea_doc/KeaAdministratorReferenceManual/index.html#the-lease4-resend-ddns-lease6-resend-ddns-commands
and when I'm sending this command with an address that has no lease
result, according to ARM should be 2; but in reality it's 3
and I am wondering if I should open a ticket to update docs or to change behaviour 
or maybe code 2 is when lease exist but without fqdn

The code returns CONTROL_RESULT_EMPTY which is 3. The ARM section below should be corrected.
