more explicit messages for log4cplus & boost missing dependencies

If you are missing log4cplus or boost headers on your machine, you are only met with the message Missing required header files omitting which headers are actually missing. Let's specify explicitly what is missing, as is the case with other dependencies.

Minor change required. Two lines in configure.ac & m4macros/ax_boost_for_kea.m4.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
