remove adding dates to files generated by kea-msg-compiler

Currently these dates are added always when files are generated. Due to this these files always differ comparing to the ones checked into repository. If the dates are omitted then the difference are not caused by dates and then if there is no changes in input files then there is no changes in generated files.
