Leases-write command

There was an issue one customer experienced. He was using memfile and ran out of diskspace. Kea kept running, but the leases were only updated in memory and not written to disk.

Currently, there is no way to recover from this situation. The leases-write command would allow manually forcing writing all leases to disk.
