TLS support in CA (parsers, certs,...)

Once #1661 (closed) is done, the next step is to do the CA code extension (including parsers update, ability to open TLS sockets, load certs, etc.). Again, it is likely to reuse pots of code form #1619 (closed) with some tests and docs improvements needed.
