[ISC-support #17568] extended syntax check with "-t"

There appears to be a desire to extend the syntax checking of kea-dhcpx "-t" to include checking parameters of "hooks-libraries". Specifically parameters the flex-id and flex-option hooks libraries in which pattern/command option structures may get complicated.
