Revert quoting of toplevel variables

make is not shell and quoting of shell variables in #1574 (closed) introduced some bugs, e.g. --with-freeradius got an extra space after the quote which make distcheck to fail in the configure phase. So reverting the quote addition in the toplevel Makefile.
