Improve VLAN filtering for raw sockets

There were several reports of users struggling with mixed VLAN setups: some interfaces are physical and some are tagged:

The goal of this ticket is to extend the LPF/BPF code to better handle tagged packets.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
