HA standby server clock skew

HA has two devices and uses the same NTP server. The two servers have the same time. The standby server reports the following error.

2018-10-19 09:41:31.520 ERROR [kea-dhcp4.ha-hooks/9478] HA_TERMINATED HA service terminated because of the unacceptable clock skew; fix the problem and restart!

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
