Allow IPv6 multicast to be disabled

Currently for kea-dhcp6 on FreeBSD, a socket is opened and bound to *:547 for multicast joining, regardless of how interfaces-config/interface is configured. I wish to use port 547 on another interface for health checking, but can't. Since I only use external unicast relays, I don't need the multicast functionality of kea-dhcp6, so it would be nice if there was an option to disable this.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
