GSS-TSIG-enabled nsupdate

@fdupont proposed to implement a GSS-TSIG enabled nsupdate equivalent (from BIND 9) that uses Kea framework.

This will be very helpful for debugging and testing in general.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
