GSS-TSIG: Implement configuration with config examples

Once the design (#1926 (closed)) is advanced enough, we should implement the configuration for the GSS-TSIG hook with some config file examples. This is necessary for early integration tests and to give everyone involved a more tangible feeling of how the GSS-TSIG will work.
