Revert #1964 (thread safe start/stopProcessing)

There was a discussion on the call today, see lines 50-60 about reverting the change introduced in #1964 (closed). Note there's another change done in #1861 (closed) that is similar in nature and was introduced at roughly the same time.

There are two customers experiencing problems support#18750, support#18476.
