Add selectQuery,insertQuery,updateDeleteQuery and conditional element functions to db:pgsql

db:pgsql is missing functionality needed for CB, they should mimic the existing fucntions in db::mysql

PgSqlConnection needs at least these: selectQuery() insertQuery() udpateDeleteQuery()

PgSqlExchange needs functions for adding util::conditional<> elements (possibly others)

(#1848 (closed) already adds Triplet<> add(),addMin(), and addMax() functions)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
