Disable DHCID

Disable DHCID:

It has been requested that there be configurable options in the kea-dhcp-ddns configuration file that could:

  1. Disable the creation of DHCID records. Perhaps on the domain-name level.
  2. Require a DHCID to exist but not require its value to match that of the new entry.
