disable TLS tests if TLS is not configured in setup

hasMySQLTls() or KEA_MYSQL_HAVE_SSL doesn't seem to be checked for all libraries e.g. HA, CB, forensic logging and so tests for those libraries are failing if TLS is not configured in the running setup.
