Backport parsing url with ipv6 address (#2264)

The problem discovered in #2264 (closed) (unable to parse IPv6 address) is serious enough, so the fix should be backported to 2.0.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
