Refactor CB v6 unit tests

Repeat the unit test refactoring done under #2275 (closed) for CB V6.

Create generic CB V6 UT test classes, to house common code currently in mysql_cb_dhcp6_unittest.cc.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
