RADIUS and subnet selection with shared networks

One user is reporting a problem with RADIUS. The RADIUS is using access functionality and returns and IP address B1. There are two subnets A and B (with the address B1 belonging to subnet B). Kea gets the RADIUS response and processes it, does subnet reselection, but then seems to pick the first subnet anyway.
