Build lfc before admin

Currently the order of builds in src/bin is dhcp4 dhcp6 d2 agent admin lfc keactrl, I propose to swap lfc and admin as unit tests of admin use lfc. Note we already have a similar dependency which unit tests of the dhcpsrv library so this will only improve a bit the situation...
