wipe_data.sh script is referring to non existing path
When Kea is installed from packages (rpm/deb) wipe script is trying to use admin-utils.sh
from non existing path:

In package we can't refer to @abs_top_builddir@
at any point :(

- this is completely trashing our pkg system test
- probably the same problem is with /usr/share/kea/scripts/pgsql/wipe_data.sh
- I would point #2071 (closed) as cause of this problem
