Make Kea use its own image for Danger in CI

CI uses image: registry.gitlab.isc.org/isc-projects/stork/ci-danger.

Images should be separate. Kea should use its own image.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
