kea-dhcp-ddns dns-server-timeout default is too short

D2's default value for dns-server-timeout is 100 ms. This is probably too short, see RT21379. I believe this is at least the second customer who has needed to increase it. In this case, it was causing about 10% of the updates to TIMEOUT and be retried.
