Create multi-threaded manager on top of TcpListener

BLQ design depicts MT management of TcpListener as being added by LeaseQueryListener, but I believe there should actually be a generic class, MtTcpListener, from which LeaseQueryListener derives. This issue calls for creation of this base class.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
