Implement LeaseQueryConnection class

Implement LeaseQueryConnection in LeaseQuery hook lib. This issue covers tasks 2.1.c and 2.2 from the BLQ design task list:

   2.1.c  Derive LeaseQueryConnection from TcpConnection  
   2.2 Implement LeaseQueryConnection packet read and write logic (i.e. replace Transaction logic)
