Move LeaseQueryImpl6::getLinks() and supporting function(s) to CfgSubnet6

#2624 (closed) added the ability to build a set of subnet-ids that belong within a given address/len. It should be moved into CfgSubnet6.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
