Minor: MultiThreadingMgr::[gs]etMode are not MT safe.

TSAN reports a race on enabled_ in MultiThreadingMgr::getMode and MultiThreadingMgr::setMode. It is only an issue if we want the code to be race free i.e. TSAN no longer reporting any race.
