Implement v4 BLQ methods for SQL

Requires #2752 (closed) and implements anything needed for BLQ v4 in the SQL implementation of the lease API at the exception of transition from a previous version of the database i.e. the core part of an upgrade command of the (B)LQ hook (this will be in #2623 (closed) and is useful only with long term leases).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
