Configure allocators in the config backend

It is now possible to select an allocator at the global, subnet and shared network levels. We must extend the config backend to be able to select the allocators from there. Right now, it is only possible to select them via the config file or subnet_cmds.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
