Hammer ignores 'native-pkg' argument when used with 'all'

Line https://gitlab.isc.org/isc-projects/kea/-/blob/master/hammer.py#L2896 deletes 'native-pkg' even when explicitly set, so next condition is not triggered.

'native-pkg' can not be part of all, so conditions need to be changed.
