[ISC-support #22440] ARM fix needed for perfdhcp's -D option

A customer has noticed a discrepancy in the ARM: Use -D 0 to abort if even a single request has been dropped. "max-drop" must be a positive integer. An error is generated if -D 0 is used. In chat with SWENG, it was stated that -D 1 should be used instead.
