ping-check-core-task-1 Implement lease4-offer hook point in kea-dhcp4

Dhcp4Srv::processDhcp4Query() needs to be modified to call lease4-offer when processing a DISCOVER, or leases4-committed otherwise. This includes preparing a different argument list for the callout for lease4-offer vs leases4-committed.
lease4-offer callout needs two arguments that leases4-committed does not: offer_lifetime and old_lease.
UTs should be written for the new hook point.
