RFC3495, RFC 3594, RFC3634: Implement CableLabs options

There's RFC3495 (that defines CableLabs option, code 122) and RC3594, RFC3634 that define extra sub-options for it.

We should implement it one day. Note there are workarounds for this (see #3283 (closed)). The implementation should be done in a way, so users could define additional sub-options.

UPDATE: Adding customer label, as there is a customer who needs these options (see SF1775). While the immediate customer's need was addressed, there's demonstrated need for support for those options and the current workaround is confusing.
