Update the test certification authority

kea-shell with recent OpenSSL and python fails on Missing Authority Key Identifier error so generating again the certificates of src/lib/asiolink/testutils/ca and update the doc.

The goal is to have openssl verify with strict x509 checking to no longer complain.
