Memory usage when continually reconfiguring Kea with SIGHUP:

When kea is reconfigured often using SIGHUP, memory appears to grow, though not unbounded
This may be worth investigating.

It has been seen on Kea 2.4.1 and Kea 2.6.1 with a reconfigure every 2 minutes.
