Failed build-tarball no longer stops MRs from being merged

Two pipelines are created for the same commit instead of one. build-tarball doesn't stop MRs for being merged in case of failure. The pipeline with the fuzz jobs overrides the pipeline with the build-tarball job in terms of permissions on allowing the MR to be merged or not.
