check what happens on empty hostname options

Cf ISC DHCP 43786 ticket where a specific handling was added to handle empty host-name (code 12) DHCPv4 options sent by not compliant (but existing in the real world) clients. Verify Kea code and if there is not yet a unit test about it create a new one.
