Test if vivco (124) is working, write unit-tests and examples

An issue was raised in #361 (closed) about providing vivco example. @fdupont looked at the code and feels the code may not be correct.

This ticket covers 3 things:

  • develop unit-tests that will exercise suboptions in vivco (124)
  • fix Kea code, if necessary
  • provide examples (update example configs, an example in user's guide)

Since support of v6 vendor options and VIVSO with multiple vendors this is extended to by aligned with:

  • VIVSO support (VIVCO is simpler but shares the multiple vendor point)
  • v6 D6O_VENDOR_CLASS (16) support
