Hammer build tool should be internal

We discussed this on 2019-02-07 call and the overall consensus was make it internal. It's not really hidden, just we don't want to distribute it in a tarball.

  1. Need to tweak makefiles.
  2. Need to remove the user's guide section (but the content was useful, perhaps turn this into a text printed out when calling ./hammer.py --tutorial or something similar)
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
