Remove setting default values for the subnet and shared network in the cb_cmds

As described in the config backend design: https://gitlab.isc.org/isc-projects/kea/wikis/designs/configuration-in-db-design#encoding-other-unspecified-parameters, the cb_cmds hooks library must not set default values for a subnet and shared network and mark the missing values as "unspecified".
