radius + host cache do not work

repro steps:

  1. bring up Kea with radius and host cache premium hooks
  2. send discovery to kea

the packet should be recognized via host cache but is seems that host cache is missing internally in kea:

ERROR [kea-dhcp4.radius-hooks/26757] RADIUS_ACCESS_NO_HOST_CACHE access is enabled but no host cache was found

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
