validation of option definitions in cb_cmds

At this moment using cb_cmds hook you can define new non-standard options using standard options codes. When kea will fetch this configuration it will fail. I propose to introduce validation of option codes

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
