kea_docgen ignores "description" field in the commands descriptions

The kea_docgen has a nice feature that it autogenerates the link to the command's examples and descriptions. However, in some cases it would be useful to use custom link. In fact, most of the commands include "description" field but it is ignored. I would like to be able to specify custom link when multiple commands refer to the same section in the documentation. Currently, for some commands it is done in rather hack-ish way to add one "id" for the section and one "id" for the first paragraph in the section. However, note that clicking on the link that leads to the paragraph sets the browser window to the paragraph not the title. This is a little misleading.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
