Contributor's guide renamed to gitlab's expectations

When you go to Kea project site on gitlab: https://gitlab.isc.org/isc-projects/kea, the contributor's guide is not recognized, because it's expected to be named CONTRIBUTING.md, not contributors-guide.md.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
