deb/rpm version - 1.7.1-isc0005220191029092134

due to the problems our internal nexus is actually having newest packages aren't treated as newest so I think that the only way to download and install release deb/rpm is:

• go to: https://jenkins.isc.org/job/kea-1.7/job/pkg/67/
• find your system on the list, e.g https://jenkins.isc.org/job/kea-1.7/job/pkg/67/artifact/debian-10-pkgs.txt
• copy name of the package you want to install
• go to packages.isc.org and search for this particular rpm/deb
• click on it and... you will download a file.
