Implement spawning classes (isc dhcp) => templates classes (kea) conversion

The feature is now implemented. The last ticket about documentation for template classes (kea#2606 (closed)) will be released in upcoming Kea 2.3.3.

My belief is that subclasses can be handled in Kea as host reservations. The other features - spawning classes - can now be handled with the template classes.
