Confusing messages on the initial start of Stork Agent

The issue was found by @slawek during 1.11 sanity checks.

The Stork agent on the first startup prints many warning and error messages about missing cert files. The lack of these files on start is expected due to the server producing them during registration. We should handle this situation gracefully to avoid confusing users.
