Put hook binaries outside /var by default

The problem was reported on our mailing list.

The default hook directories are /var/lib/stork-agent/hooks and /var/lib/stork-server/hooks. But the various Linux distros in the enforcing mode disallow the libraries from the /var directory.

It causes the Stork hooks not to be loaded, producing the message: failed to map segment from shared object.
